This guideline is intended for entities interested in entering into a Power Purchase Agreements (PPA) for the generation and supply of electricity to a utility. It sets out how Independent Power Producers (IPPs) and PPAs are regulated in the existing electricity networks in Efate, Luganville, Tanna, and Malakula and future concession areas within Vanuatu. Included in this document are: 

• Clarification of the legal and regulatory framework governing IPP and PPA;
•  The technical and financial requirements for IPPs and PPAs.

This guideline excludes procurement processes for IPPs, as this will be facilitated separately when required by the Authority through a transparent bidding process in conjunction with relevant stakeholders.
