The purpose of this guideline is to establish a framework for the determination of a clear, transparent and proportionate electricity tariff that is applicable to mini grid systems operating outside the main electricity concession areas in Vanuatu.

Through this Guideline, the Utilities Regulatory Authority (the Authority) seeks to facilitate the sustainable development of mini grids, support private and community-based investment, accelerate rural electrification and ensure that electricity tariffs are fair, predictable, and aligned with long term sustainability of rural electrification efforts
