Utilities Regulatory Authority

In January 2024, the Utilities Regulatory Authority (URA) revised the electricity tariff for Vanuatu Utilities and Infrastructure (VUI), which had been in effect since February 2024. As part of this revision, the URA approved a 50% discount on new customer connection subscriptions of up to 10 amperes, aimed at promoting access to the electricity grid for small domestic customers.

On 17 July 2025, the URA met with VUI management to review the impact of this initiative. The assessment revealed a positive outcome, with over 200 new customer connections in the Luganville concession area in 2024, and more than 100 additional connections in 2025. Despite this progress, some households still find the current discount unaffordable.

To further support household access to electricity, the URA has decided to increase the discount to 80%, effective September 2025. This means that small domestic customers in Lungaville who wish to connect to electricity will only pay 20% of the connection cost. However, applicants will be required to pay the full 20% of the new connection cost before VUI can carry out the connection. The implementation of the customer connection discount will enhance the VUI continuity to expand on-grid access across its concession areas throughout Vanuatu.

The URA extends its appreciation to VUI Ltd for its cooperation and commitment to supporting the Vanuatu Government in achieving its goals under the National Energy Roadmap and the National Sustainable Development Plan 2016–2030.
