Utilities Regulatory Authority

Utilities Regulatory Authority (URA) is advertising to recruit a Senior Regulatory Financial Analyst”. The Senior Regulatory Financial Analyst position is a permanent position with the URA and will be based at the URA Port Vila Office. The position will be subject to a six (6) months’ probation period.

Successful candidates must meet the following requirements:

  • A Bachelor’s Degree or Masters in Accounting or Finance, or Economic and Audit-related fields.
  • At least 5 to 7 years of working experience in finance and accounting or auditing analyst in the Government or private sector (Banking, accounting firm, NGO, Development Partner or a Utility)
  • Ability to interpret regulated utilities audited financial statements and general ledgers,
  • Have a sound understanding of International Financial Reporting Standards,
  • Expertise in producing reports from analysis undertaken of regulated utilities financial position, performance and cash flow statements,
  • Expertise in providing sound financial advice on regulated utilities financial performance and position.
  • Ability to undertake cost of services analysis, rate of return analysis and analysis of utilities revenue and expenses,
  • Good Research and benchmarking skills,
  • Ability to maintain a financial database, MYOB, XERO accounting
  • Ability to work as a team and independently.
  • Fluent in both written and spoken English and Bislama with some basic understanding of French is an added advantage.
  • Ability to think analytically and wholistically, and must have good interpersonal skills and dispute resolution skills.
  • Willingness to learn on the job.

A valid driver’s licence would be advantageous.
