Utilities Regulatory Authority

Utilities Regulatory Authority (URA) intends to engage a consultant for 15 working days over 2 months to conduct a mid-term review of the existing URA Strategic Action Plan 2022 to 2026.

The primary responsibility of the consultant is to conduct a mid-term review of the existing URA Strategic Action Plan 2022 to 2026, highlighting the effectiveness and efficiency of achieving the vision, mission, goals and objectives of the Strategic Plan and its alignment with the URA Act and the Vanuatu National Sustainable Development Goals 2030. 

The consultant must meet the following competency requirements:

  • A minimum of a Masters’ degree or equivalent in Project Management, Economics, Finance, International Development, Business Administration, Strategic Management, or any other related field
  • A minimum of 8 years’ experience and proven track record in developing and reviewing policy and strategic action plans particularly for public and private institutions.
  • A minimum of 5 years’ experience in energy and water related discipline
  • A strong knowledge of utility regulation, gender, environment and social safeguards and related policies.
  • A sound working knowledge of the Vanuatu national policies, laws and regulations related to utility regulation.
  • Excellent report writing skills in English
  • Experience in Vanuatu or the Pacific Region would be desirable
  • Immediate availability of the contractor
