The Utilities Regulatory Authority has completed its 2026 review of the Wintua Lorlow Electrical Cooperative (WLEC)
electricity tariff for the Southwest Bay, Malekula mini grid. The review was conducted to determine a
cost-effective tariff for the period August 2026 to August 2029 and to support the continued provision of safe, 
reliable, affordable electricity services to the Wintua and Lorlow communities.

The review identified several technical and operational matters requiring attention. These included the need to
protect exposed distribution cables, establish suitable office and administrative facilities, and improve asset
identification through consistent numbering of distribution pillars. Community consultation also highlighted
concerns about increased generator use due to battery issues, a request for consideration of a special business
tariff, the potential connection of additional customers, and possible future changes to the management or
operating arrangements of the system.
