Utilities Regulatory Authority

The Utilities Regulatory Authority (URA) is seeking and inviting qualified and experienced consultants or consulting firms to submit quotations for the provision of consultancy services to undertake a Power Quality Assessment of the Luganville electricity grid, Santo, Vanuatu.

This is a short-term consultancy service with an engagement over a 3-month period.

The successful consultant or consulting firm must meet the following requirements:

  • Advanced degree in Electrical Engineering, Power Systems, or related field.
  • Minimum of 5 years of experience in power quality assessment, grid monitoring, or utility regulation.
  • Demonstrated experience in developing monitoring frameworks and compliance verification tools.
  • Familiarity with international power quality standards (IEC, IEEE)
  • Practical experience working with electricity utilities, including power system operations, distribution networks, or field-based power quality measurements, is an advantage.
  • Proven experience in capacity building and technical training.
  • Strong analytical, reporting, and communication skills.
